When we moved from our apt to our house they did an estimated reading for our final bill and I had to drive to the apt to get the real reading because they charged us WAY too much. Stupid late fee set me over my budgeted amount by 10.00. Blah. Sometimes though, the meter readers don't actually read the meter, the guess.
